It is proposed to develop a new theory of dynamic traffic assignment which uses splitting rates. The new theory corresponds very closely to reality (it respects fifo and link capacities exactly, for example), and the theory should be directly applicable to the design of parallel computation methods for solving dynamic assignment problems. (The initial elements of this theory have arisen as a consequence of designing a parallel program for dynamic traffic assignment: it is intended that the new theory be applied to this ongoing design by resolving a number of theoretical questions that have arisen.)
