This proposal is to develop a computer model that will provide the 'tool' that Local Government needs to help them plan for sustainability. In this sense the model will build upon existing data and software, notably the results of the Welsh Energy Project (WDA 1993), to provide a unique prediction method that will help planners to: make planning decisions at a detailed level, for example, down to an area of 400m2 or an out of town retain outlet, or equivalent; on a broader basis, make short, medium and long term (5, 10 and 20 year) strategic plans and; to be able to quantify reductions in pollution and energy use, for example, in line with Local Agenda 21 and the European 5th Environmental Action Plan.The model will be developed to initially predict the quality of the environment through Energy, Transport, Waste, Water and Socio-Economic (including agriculture and tourism as appropriate) factors for the Cardiff-Taff Valley Region.
