A programme of measurement, analysis and modelling of radiowave propagation at 93 Ghz is proposed for an Earth-space radio path. The proposed study will improve our knowledge of the microphysical structure of the atmosphere so as to be able to make predictions of the performance of Earth-space telecommunications links and ground, air-borne and space-borne remote sensing instrumentation. The measurements proposed include radiometric emissions at 93Ghz concurrently and co-sited with radar backscatter from clouds at 35 Ghz. A three year programme is envisaged including a 2 year measurement campaign. For 1.5 years it is expected that both instruments will be pointed at zenith, followed by 6 months of measurements at 10o elevation. Modelling improvements are expected for cloud attenuation, attenuation in light rainfall. water vapour continuum attenuation, scintillation from atmospheric turbulence and the approach to combining these factors using a physically-based statistical model.
