|
Validated dynamic models of energy supply and demand in Leicester and Milton Keynes, already developed in earlier projects, will be used to develop scenarios describing various routes towards long-term sustainability in terms of energy use. Each scenario will imply an energy strategy involving a different emphasis on: technical energy conservation measures and efficiency improvements; social changes; and the use of cleaner fuels, including renewables. Each scenario will also imply a different mixture of electricity, heat and transport fuels, and this mix will vary over time.Scenarios will be assessed in terms of: (i) monetary costs; (ii) quantitative impacts in terms of fossil fuel use and pollutant emissions; (iii) qualitative impacts; and (iv) impacts which are identifiable but not assessable. Precise figures for many assessments are difficult to calculate, but probable ranges can be estimated.This detailed information, interpreted by city planners and policy makers in terms of their own priorities and constraints and the weightings they assign to different costs and impacts, should greatly facilitate the task of developing the most appropriate sustainable energy strategy. The work will draw upon recent studies of the social costs of energy use, adapting them for practical use in conjunction with the energy modelling and forecasting tools.
