New and novel methods of accurate positioning of a mobile terminal in a dynamic satellite constellation are presented. It is propose that these can be implemented by network measurements of Doppler shift, delay and rate of change of delay. Using a knowledge of the constellation the mobile position can be used to vastly improve the performance of handover conditions both within beams and between systems and the system signalling load can be dramatically reduced.
