This proposal is aimed at improving the quality and generality of internet access available to networked computer users and programmers. The current universal model of access comprises user-directed browsing around hyper-text style documents based on Uniform Resource Locators (URLs); although the inherent usefulness of this activity is beyond doubt, it is contended that a more general model is essential for many activities. This proposal describes a high-level approach to incrementally adding facilities to currently available internet technology, to allow q wider range of activities including, for example: automating a search for resources with particular attributes; downloading partial resources and making dynamic decisions based on them; downloading typed data and data whose structure is not previously known; and remote execution, including controlled remote update to data resources. The intention is to include appropriate internet semantics within a high-level programming system, thus bringing them within reach of the average applications programmer.
