The increasing sophistication and concomitant expense of M&E sevices have rendered their costs difficult to control. Early stage cost estimating techniques for the building fabric are becoming more sophisticated. The methods use for cost control of M&E services have remained largely undocumented. Quantity surveyors have tried to use cost models appropriate to the structure and fabric of the building; however these cost models are not always appropriate for M&E services.This research aims to address the problem by devising costing procedures specifically for M&E services; that will improve the accuracy of early costing advice for M&E services.The primary objective is to develop new procedures for preparing M&E services cost estimates; which relate M&E wservice costs to the physical form and function of the building, and the required quality and performance of the service installations.The overall benefit of this research the integration of more explicit cost and design information for M&E sevices earlier in the design procedure; and encourage teamwork, co-operation and openness of cost information.
