Previous work has developed a number of qualitative systems for reasoning under uncertainty. These are systems that do not require precise numerical estimates. As a result they are capable of being applied in situations in which more traditional methods, such as probability theory, cannot be used because of a lack of precise numerical information. Support is sought to extend this work. The proposal is to further develop the idea of using argumentation (building arguments for and against particular propositions) as a specific qualitative system for reasoning under uncertainty, in particular the ways in which argumentation may be made normative; that is ways in which argumentation might be used to reason in accordance with some set of acceptable rules, or norms. Once a suitable normative system has been developed, it is proposed to use this as a basis for a qualitative theory of decision making which works by arguing about the outcomes of possible actions. This theory of decision making will then be implemented as a computer program, and the program validated by using it to make a number of medical decisions and comparing its recommendations with suitable metrics.
