This proposals is for the further developement and implementation of a SUE traffic assignment model, building on the sucessful work carried our under EPSRC research grant GR/K/54502. Traffic assignment is the problem of predicting drivers' route choices in a network, and hence their effect on measures such as network delay. SUE assignment models predict a spread in route choices by incorporating both capacity restraint (the variation of travel costs with congestion) and between-driver vatiation in cost perception. The work under grant GR/K/54502 developed a novel and efficient SUE method, which avoids random sampling techniques, and converges much faster than previous algorithms.The DoT SACTRA Report on induced traffic recommended the use of assignment techniques coupled with elastic demand models. This proposal directly addresses this recommendation by extending the existing SUE method to allow for elastic demand, though the development of a new algorithm designed to satisfy both twin flow and demand for equilibrium conditions simultaneously. Furthermore, it is planned to investigate the application of varients of this new algorithm to other problems of a similar bi-level form, in particular SUE assignment with multiple user classes.
