Urban transport policies are increasingly requiring improved and integrated public transport systems and services. New technologies, generally termed Intelligent Transport Systems are beginning to contribute significantly to achieving these policies. This project will focus particularly on Automatic Vehicle Location, urban traffic control, and public transport priority including various levels on integration of these systems. Other ITS applications such as automatic enforcement systems, automatic ticketing and passenger/driver information systems will also be included where these can make a significant impact on real-time operational efficiency. There is currently only limited evidence of the scope and benefits of ITS and, in particular, on the factors affecting benefits which should influence system development and operational strategies. This research proposal is aimed at producing guidelines for use by local Authorities and others, based on integrating findings from European studies and on new empirical and modeling studies to identify and quantify the key issues affecting benefits. Recommendations for evaluation methodologies will be included in the guideline, together with example applications based on case studies developed with our collaborating partners.The research will have particular relevance to EPSRC's Quality of Life mission.
