The insulating and quantum liquid states of low dimensional systems are topics of great scientific importance. We propose to use two related experimental techniques, surface acoustic wave SAW propagation and microwave absorption at finite wavevector , to study the magnetically-induced Wigner solid (MIWS), coupled bilayer systems, the Hall insulator and composite fermions. Microwave absorption at frequencies up to 10GHz and wavelengths below 1 micron will be measured using meander lines fabricated on sapphire substrates. These measurements will allow us to obtain important information on the high frequency behaviour of the quantum liquid states of the fractional quantum Hall effect and insulating states such as the MIWS in both single and bilayer samples. The dynamical phase transition in the MIWS when a threshold electric field causes the solid to slide will also be studied. The development of new meander lines and microwave cabling for cryogenic use will be needed. SAW measurements will provide complementary information on these systems and will also be used to study the Hall insulator. Acoustoelectric effects, SAW attenuation and dispersion, at frequencies up to 12GHz, will be measured in a system with a spatially varying composite fermion density produced by patterning a 2-D carrier device with magnetic stripes.
