In this proposal we will research into novel techniques and optimise them for HAPS. Some of the techniques, we are proposing to investigate, have not, so far practically possible to be used for ground-based cellular CDMA system and also have never been jointly optimised for a system. However, there is a very good possibility that these techniques can offer great advantages if jointly modified and optimised to match the characteristics HAPS offer.The novelty of the proposal resides in use of high altitude platforms for support and delivery of UMTS multimedia services, a closed-form mathematical traffic model for multimedia services dimensioning, new handover algorithm for handover initiation and cell selection which is particularly useful for when the user traffics are unevenly distributed, accurate evaluation and optimisation of soft handover gains, a new hybrid call admission strategy with distributed power control techniques.
