This research will produce a new method for procuring construction projects which provides the mechanism for allowing contractors and clients to work with the consultants to produce the detailed design from the outset. The selection method used in this process uses competitive tendering thereby providing a procurement process that can be utilised in the public sector where probity must be observed. In addition, utilisation of the new procurement process will provide the benefits of a partnering way of working. Creation of the new process will require research of multi-criteria decision making to develop a new analytical tool that can be used by any client. The project will test the theory that selecting the right partners for a project will ensure delivery of a successful project. The work is in response to earlier research which highlighted that up to 30% of project costs are wasted at the design-construction interface and that considerable improvement in project delivery can be obtained through working in a partnering way. The research will be developed and tested on the Millennium projects that form part of the Portsmouth Harbour Regeneration Scheme, which as recommended by Latham, should provide the opportunity for improving the construction industry.
