Recent advances in the theory and estimation of discrete choice models have facilitated the efficient estimation of models with complex correlation structures between alternatives, leading to the development of the Error Components Logit model, a family that includes many such models as special cases. These developments open new opportunities for the modelling of drivers behaviour over road networks, when the alternatives are correlated in some complex manner, notably in the choice of route and departure time. There remain substantial difficulties particular to this area of application, due to the number of alternatives available in the context of route choice and the difficulty in specifying correlation structures for departure time choice. The project objectives are therefore to: (i) develop statistical techniques for estimating the ECL model for route and departure time choice; (ii) assess the practicability of these techniques through their application to existing data sets; and (iii) implement choice models in a network assignment model. The output of this research will be techniques and software that can be exploited by modellers and policy-makers. The research is timely given the national and international interest in policies such as providing improved journey information to drivers and the introduction of road user charging.
