Failure in the procurement of buildings represents a significant waste of resources for both individual consumers and the general economy. Under a design and build process, contractor selection is complicated owing to the number of variables that need to be considered in addition to the capital cost of the design. This makes tender evaluation more complex than under a traditional procurement approach. This programme would investigate the strategies currently employed in design and build procurement systems. The project would specifically examine the methods used to select designs under competitive tender from both supply and demand perspectives. Contracting organisations would express their opinions on current evaluation strategies allowing potential areas of good practice to be highlighted. Clients and their representatives would also contribute to the project, thus allowing examination of typical client-side evaluation strategies. The results of the research would allow dissemination of best practice guidance to construct professionals and their clients. Better practice in tender evaluation would result in increased client satisfaction with the final building owing to a more efficient procurement process.
