This research aims to develop a new approach to solving personnel rostering problems along promising avenues that have not yet been studied. It will address real world rostering problems in healthcare institutions where personnel managers already have rosters that need to be rescheduled in response to a changing environment. We will develop a new case-based reasoning approach to personnel rostering problems that will efficiently reflect the way personnel managers solve problems in a modern health care institution. We believe that case based reasoning methodology will be able to efficiently cope with the complexity of the problem and that it can also successfully capture the variety of the constraints imposed on rosters and personnel preferences regarding the roster, that are otherwise difficult to model.We believe that this is a novel, ambitious and challenging research proposal.
