n many towns and cities there is already, within the traffic control system, a fairly elaborate network along which information on traffic conditions is passed and along which instructions to controllers is passed.The research proposed here will investigate the feasibility of using this existing communication network for pricing purposes. Thus the signal control installations would become beacons which would communicate with passing or waiting vehcles electronically as well as through the red/green Iights.Smart cards on windscreens would be debited, presences would be noted if necessary and a central accounting system would be maintained.The advantages of such a system derive however not just from using existing infrastructure to implement pricing. The LOCATION of the charges would be at traffic signals; WHERE MOST CONGESTION EXISTS. Because of this the system may be expected to be much more efficienct than the usual cordonsSo the reearch will investigate not only the practicality of the idea but also will estimate the economic efficiency of the method, compared to the more usual cordon-based charges. A network model of the City of York will be used for this.
