On-line measurements in water and wastewater treatment are used for monitoring, control, regulation and revenue exchange. However, the presentbalance shows that measurements assessing quantity far exceeds those monitoring quality/ . The infrequent use of quality measurements is often due tothe uncertainties regarding reproducibility and reliability of these monitoring techniques; resulting in a lack of confidence in their measurements. Theseperceived problems are often unsound and result from a breakdown in the overall measurement system, not just the failure of an isolated instrument orsensor. To eliminate these operation problems in existing technologies and improve the wide spread lack of confidence in on-line quality measurement inthe water industry requires a greater pro-active engagement of academic and industrial partners in the development and preparation of on-lineinstrumentation. `The need for the development of standards of practices or guidelines for specification, selection and application of on-line instrumentation is essential. The establishment of a UK Water Monitoring Network will provide a platform for the constructive discuss of issues concerned with sample collection, handling, measurement and control strategies. These opportunities will provide a statement on current practices and limitations, which will allow the development of inter-departmental research between university, instrument manufacturers and the water utilities, so that benchmarks for generating standards and protocols for monitoring water and wastewater quality can be established.
