The allocation of users to facilities is relatively unimportant when facilities are large enough to accommodate all potential demand (the `uncapacitated case'). However, in the practically more realistic case of capacitated facilities, or when it is desired to balance the loading of facilities, allocation is certainly important. It may range from the case in which users are entirely free to choose a facility (a nearest facility is a natural choice, but there are others) to the case in which the `system' has complete control over allocation. The latter case results in an NP-hard problem that has received some attention, but a wider study of the interplay between allocation and capacity / load balancing deserves further study. This will be the topic of the proposed research.
