This proposal puts forward the case for a scoping study to identify key areas where data limitations have held back needed behavioural research and to define how best, in the light of current trends in data collection methods, these limitations can be addressed. We propose to undertake extensive collaboration with the academic community, Government and the private sector. The industrial contribution to the project will come via this mechanism. For this reason, we have at this stage only provided an indicative list of collaborators, draw from those with whom we have discussed formative versions of this proposal. The work will involve an initial Inception Paper, which will form the basis for a series of consultation activities with academics, Local and Central Government and the private sector. These consultations will be carried out at a series of 3 meetings held in a southern, a northern and a middland location. The relevant communities will also be invited to take part in telematic consultation. A final report will be produced synthesising the results of the scoping study and proposing the most appropriate way forward.
