Reducing substantially the near field emissions from a mobile handset to the user's head and hand reduces the healtgh risk and improves the call connection and quality and it is a vital requirement for the new generation phones. Material loading of antenna also reduces their size so that the electric and magnetic dipoles are formed over a shorter distance thereby further concentrating the fields into a region that is close to the antenna. We propose to define ' the low SAR antenna ' in terms of both new theoretical models and experimental verifications. Examining closely the infrastructure of arbitary radiating elementary sources will be combined in such a manner that wilol give the best solution in terms of SAR levels.
