In the maritime industry, over the recent years, quite a few serious accidents have shocked the public and attracted great attention to safety. Many leading maritime organisations have started the move away from prescription, towards a risk based regime, to assist in maintaining capability throughout the life cycle of maritime products. Such a change will create new perspectives on risk modelling and safety based decision making.This proposal addresses the current need in the maritime industry. Three workpackages will be conducted. In workpackage A, the use of advances in general engineering for risk modelling and decision making will be investigated. The techniques that will be studied include approximate reasoning approach, safety based design/operation optimisation approach and artificial neural network approach. Workpackage B will look at treatment of uncertainties in risk modelling and decision making. A generic subjective framework will be investigated to model situations under uncertainty in a rational manner. In workpackage C, human and organisational research will be conducted in terms of human reliability evaluation, measurement of organisational performances and integration of human and organisational factors in risk assessment.
