In this project CoDES proposes to provide a solid understanding of the decision framework used to guide our urban environments towards sustainability and, by working closely with the WaND consortium, to use case studies for identifying best practice in producing and adopting use of decision-support tools. This will include not only understanding the research that has already been undertaken but also looking at practical applications and identifying the main barriers to adoption of the decision framework. This approach will incorporate the use, and barriers to the use of decision-support tools in different sectors (water, waste, etc). Through the use of the case studies the research will: (i) analyse the decision process in urban management and planning, from site selection through to construction and operation; (ii) analyse barriers to the adoption of tools, and (iii) identify best practice in producing and adopting use of tools. In addition to analysing the decision framework and barriers to adoption of decision tools, the project aims to develop an advanced decision-support toolbox together with the WaND consortium. Building further on the common decisional platform this project will address the need for incremental development of decision-support tools and the integral treatment of three subsystems: economic, social and technical. This will be achieved by investigating (i) novel composite-management techniques for scenario generation (optimisation), (ii) multicriteria optimisation and evaluation methodologies, and (c) agent-based simulation tools. If found effective and acceptable to the end users (decision-makers), these techniques will be further developed and integrated into an advanced decisional platform.
