Under Grant GR/H 44738, a microscopic simulation model of traffic in a signal-controlled network is being developed using parallel computing. This work has progressed far enough to demonstrate that traffic in networks of multilane roads can be simulated so as to generate the detector outputs required for SCOOT control, and the signal control can respond to SCOOT commands. The model thus provides a tool for investigating in detail how SCOOT control responds to changes in traffic demand. By means of repeated simulation runs, it will be possible to distinguish systematic effects from random variation in ways that are not possible using field studies. It is proposed to make such studies first for an isolated junction, then for one-way and two-way arterials with a number of signal-controlled junctions, and finally for small one-way and two-way grid networks. SCOOT control will be compared with co-ordinated fixed time control using TRANSYT plans. Response to changes in demand within the capacity of the network and changes which produce temporary overload will be compared to study how congestion develops. Response to localised incidents will also be studied. Conclusions relevant to the management of congestion in practice will be drawn. For theses purposes, it is necessary for the simulated networks to be controlled by SCOOT software, and this will be achieved by linking the computer at UCL to the SCOOT control system of the Traffic Control Systems Unit in London by standard outstation transmission units and leased BT lines.
