We will investigate the comparative performances delay-based charging, distance-based charging, time-based charging and cordon charging. We propose to estimate the extent to which public transport improvements arising from the four road pricing strategies above may be expected to yield further network performance gains, over and above those gains revealed in our recent study; we shall then estimate the equity implications of the four road pricing strategies; bearing in mind public transport improvements arising. We shall perform sensitivity tests to make sure that the gains estimated in our previous study and in this study do not depend unduly on the assumptions built into the models used to generate the results. We propose to use SATURN, CONTRAM, and our own optimisation two-modal model ASCOT.
