Road user charging is now seen as an important element in an integrated transport policy for urban areas, designed to reduce congestion and improve the environment. It also provides an important potential source of revenue for transport investment, to which end it is being developed for motorway toll collection. Research has shown that congestion-based and time-based charging have the potential to achieve much greater reductions in congestion than cordon- or distance-charging. However, there are concerns that such systems may be less effective in practice, since travellers will not know the charge imposed before setting off, and less conducive to safety, since drivers may take risks to reduce the charge. This research is designed to investigate these problems, and ways of overcoming them. It involves parallel research using equipped vehicles, a route guidance simulator, a driving simulator and interviews to determine response, and application to three cities using existing traffic models. It will benefit local government, equipment manufacturers and, potentially, the public generally.
