|
It is generally accepted that pursuit of more sustainable transport policies will require a reduction in car traffic levels in cities. The DoT recognises this in its advice on Package Approach funding by asking local authorites to specify methods for managing the demand for car use. It will not be possible to achieve appropriate reductions simply by providing alternatives; some form of restraint will be required in addition. There are broadly four different types of appraoch available: parking control; physical control; permit control and road user charging. Some of these can be implemented under current legislation, while others cannot. While some have been extensively researched, others have not, and there is still incertainty on their relative ability to change travel pattens and improve the environment. The most serious barriers to implementation, however, are their potential impact on the local economy and the adverse public attitudes to them. This research project is designed to investigate these interrelated and multidisciplinary issues for all four demand management methods, based on case studies in three historic cities.
