Ice in intersteller space is mostly in the form of low temperature vapour deposits. The ices are product of volatility in cloud chemistry and in the production of organic residues through recombination of UV photolysis products. Such ice is observed spectroscopically as frosts on interstellar dust in dense molecular clouds and constitutes the bulk material in comets. The presence of clathrate hydrates in cometary ice has been suggested to account for anomalous gas release at large radial distances from the sun as well as the retention of volatiles in comets to elevated temperatures. However, how clathrates form a low temperature environments, such as in cold instellar molecular clouds or in cometary ices is poorly understood. In order to understand the formation mechanism and conditions required, a range of experiments using electron microscope and diffraction techniques at NASA/Ames and inelastic, quasielastic neutron scattering at ISIS are proposed. The collaborative work will advance our understanding of the structural and dynamic propertises of the systems.
