This project is concerned with developing GIS-based technologies which can help improve access for wheelchair users both by providing planners with a tool for assessing the impacts of their decisions on access, and by providing wheelchair users themselves with better information on access opportunities and constraints. The project will collect information on wheelchair users' perceptions and access needs through a combination of questionnaire/interview techniques and field surveys of routes. Based on these, it will then develop and test procedures (criteria, weights, combinatorial methods) for assessing access and mobility in urban areas, and will use these to design and develop a GIS-based decision support tool for mapping access conditions. This system will be applied within a selected urban area within Northamptonshire, for which a full GIS will be built. The potential of the system to aid planning decisions will then be tested through a series of planning simulations, and its ability to provide maps and guidance to wheelchair users will be tested in the field. Network analysis and AI methods will then be explored as a basis for expanding the system into an interactive and customisable route-finding package for individual wheelchair users, which could be accessed via Internet or CDRom.
