We propose to construct MERLIN, a new inelastic neutron scattering spectrometer at the ISIS spallation source. MERLIN will take advantage of technological developments in position sensitive detectors, guides, polarised neutrons and computation to construct a flexible spectrometer which will be used by researchers working in many sub-fields of condensed matter science. Data collection rates will, in some cases, be several orders of magnitude higher than other spectrometers operating in the same momentum and energy range. The thermal energy range for which MERLIN is optimised (0-100meV) corresponds to energies which are most important in determining the properties of condensed matter. Examples of areas where the spectrometer will be of use include:High temperature and other novel superconductors, Transition metal oxides, Non-Fermi liquid and heavy Fermion systems, Model magnetic systems, Colossal magnetoresistance compounds, Structural and magnetic phase transitions, Dynamics of complex materials, Molecular spectroscopy, Excitations in liquids and amorphous systems and Quantum Fluids.
