UMIST, in cooperation with the Swedish Defence Research Establishment, has undertaken a long term investigation into the occupancy of the high frequency (HF) spectrum over northern Europe. This investigation has been undertaken since 1990, with automatic measurement systems installed at Baldock and at Cobbett Hill (UK), at Linkoping and at Kiruna (Sweden) and at Munich. Systematic measurements of spectral occupancy have been made, and mathematical models for occupancy have been published. The main aims of the current proposal are to complete measurements through the present sunspot maximum, to finalise the occupancy models for low-angle and for high-angle measurement antennas and for a directional antenna array, and to achieve technological transfer by creating a CD containing all the experimental measurements, mathematical models, and statistical programs.Also, ft proposed to initiate the systematic measurement of radio atmospheric and man-made noise. It is timely and important to undertake such measurements because the proposed use of power lines and digital subscriber lines for Internet access and similar high-rate data applications may significantly degrade the radio spectrum over the MF, HF and possibly VHF frequency ranges.
