Three model developments will provide the opportunity for the issues raised above to be explored in detail, and for a wide range of cities. The first is the START/DELTA model of Edinburgh; the second is the University of Vienna's Sketch Planning Model (SPM), applied to Leeds, Vienna and Oslo; and the third is TRL's Transport Policy Model (TPM), applied to these four towns plus Exeter, Bristol, Preston and Dundee. The availability of these models will allow the sequence of objectives to be met with relatively limited resources and using a consistent research method. While not a primary objective of the project, it will also provide a valuable insight into the benefits to be gained from using models of differing levels of complexity. The project will be conducted in a series of stages. Stage 1 will establish the basis for the model tests (Task 1), construct the additional city models using readily available data (Task 2) and cover the first two objectives (Tasks 3,4). It will provide guidance on those policy measures which should be incorporated into an optimal strategy in the eight cities, and will seek the views of city officials and politicians (Task 5). Stage 2 will investigate the relationship between strategy specification, performance and acceptability. It will cover objectives 3 and 4 (Tasks 6 and 7) and provide guidance on appropriate implementation sequences (Task 8). Stage 3 will explore the interaction between transport strategies and land use (objective 5, Task 9) and produce final report, based on consultation on the results (Task 10).
