Scalability is the next major functionality needing to be investigated in the area of lossy compression of signals. The work proposed will examine three forms of scalability (SNR, bandwidth and number of channels) for audio signals, both music and speech. This is of relevance in electronic publishing (CD-ROM, multimedia, World Wide Web) and consumer services (radio, sound for TV/video, mobile systems, etc). A progressive programme of investigation is proposed involving: the development of algorithms to implement families of codecs at various bit-rates; the development of a programme of objective and subjective tests for evaluation of proposed coders with the aid of collaborators from BBC, BT Research Labs and FhG Institute in Germany. The results will be in the form of performance measures and a set of recommended codecs using Wavelets, ready for full performance testing by one or more of the collaborators.
