As networks and networking components become more complex, building, simulating, testing, managing and controlling networks becomes increasingly difficult - the whole is more than the sum of the parts. This is compounded by an applications-level infrastructure, which users now favour to support virtual organisations and the formation of dynamic communities. Many of these issues are highlighted in the recent document, Computer Challenges to emerge from e-Science from the National e-Science Centre (NeSC). All aspects of networked systems underpin the successful operation of e-Science and the Grid nationally and globally. The networking component is fundamental in enabling distributed access to information and services to make eScience activities deployable at a national level, as well as strengthening our standing for participation in e-Science activities at an international level. Therefore, the UK needs to establish a recognised Centre of Excellence for Networked Systems that will focus on, and champion, all of these issues.UCL believes it is in a unique position to bid for such status, building upon the strength and breadth of our existing Networked Systems Research Group (NETSYS - hftp://www.netsys.uci.ac.uk/) - a strong inter-departmental collaboration - and its demonstrated engagement in many high profile national and international networking projects.
